TAPCO Service Professionals - Brian Scharles

Brian P. Scharles has eighteen years of ITS and traffic engineering experience.
He has been an employee of Traffic and Parking Control Corporation (TAPCO) since 1988, where he is currently a ITS systems design engineer and manager of signal services.
He received his Bachelor of Science in Electrical Engineering Technology from the Milwaukee School of Engineering (MSOE) in 1989, where his Major was Communication Systems.
He attended the Traffic Institute at Northwestern University, completing the Traffic Engineering Technical Assistants and Traffic Signal Timing courses.
He received his Master of Science in Transportation Engineering from Marquette University. Course work to date includes training in several signal timing software programs, including Highway Capacity software, Passer II-90, Signal 85, Nostop, Advanced Traffic Management Design and his final thesis was titled Ramp Metering in a Coordinated System.
Brian has attended the TRANSYT-7F orientation workshop at UW Madison, including the revised use of TRANSYT-7F in the Wisconsin Fuel Efficient Transportation Program - June 1993.
Brian is responsible for managing signal system installations and programming, including closed loop systems and applications engineering for signal controller installations. Brian is in charge of the personnel who service and maintain many of these systems. Many current projects involve System Integrator, Radio, Fiber Optics, Video Multiplexing and Communication Management Systems.
He has been certified as a Fiber Optic Technician by the Fiber Optic Association. Brian has assisted in the complete integration of the Wisconsin Department of Transportation Fiber Optic system operating under the MONITOR Program.
Mr. Scharles is a member of the Institute of Transportation Engineers (ITE), and in 1991 was awarded the outstanding student paper in the field of traffic and transportation engineering by the Wisconsin Section of ITE.

Rick Kline - Signal Service Technician
Rick Kline has 19 years of signal service and maintenance experience. He has been an employee of Traffic and Parking Control Corporation (TAPCO) since 1990.
He has completed 60 credits of electronics courses at Waukesha Technical College and Milwaukee Area Technical College.
He is an IMSA certified Work Zone Safety Specialist. He is also an IMSA certified Traffic Signal Technician both Level I and Level II.
He has performed preventive maintenance for over 30 communities in the 16 years he’s been employed at TAPCO.

Rick is a certified installation and service technician for Iteris video detection systems.
Matt Done - Signal Service Technician
Matt Done has 11 years of signal service and maintenance experience. He has been an employee of Traffic and Parking Control Corporation (TAPCO) since 1999.
He has completed his associate’s degree in Computer Electronics Technology at Herzing College in Madison
He has completed the IMSA certified Work Zone Safety course. He has also completed the IMSA certified Traffic Signal Technician Level I and Level II courses.
Matt has performed preventative maintenance for over 30 communities while working at TAPCO. Current duties include maintenance and troubleshooting of existing traffic control cabinets, installation and turn on of new and temporary cabinets, installation of video detection cameras and traffic signal communication Systems.

Robert Lingnofski has 14 years of signal service and maintenance experience. He has been an employee of Traffic and Parking Control Corporation (TAPCO) since 1995.
He has completed 63 credits of electronics courses at Milwaukee Area Technical College.
Robert is an IMSA certified Work Zone Safety Specialist. He is also an IMSA certified Traffic Signal Technician both Level I and Level II.
Robert is an FOA (Fiber Optic Association) certified technician. Includes Fiber Optic Terminations and Fiber Optic Splicing.
Robert is the maintenance technician for the Wisconsin Department of Transportation MONITOR system under various construction projects. Maintenance responsibility includes CCTV Cameras, Spread Spectrum Radios, 170 Controllers, Ramp Metering programming, Microwave Detectors, Variable Message Signs, Fiber Optic Transceivers, SONET equipment and Traveler Advisory Radios.

Jeff is a maintenance technician for the Wisconsin Department of Transportation MONITOR system. Current Duties include maintenance of New Variable Message Signs, Microwave Detectors, Fiber Optic trailblazer signs and Microwave Detectors.
Jeff is an IMSA certified Work Zone Safety Specialist. He is also an IMSA certified Traffic Signal Technician both Level I and Level II.
He has performed preventive maintenance for many communities in the 17 years he’s been employed at TAPCO.
