The National Work Zone Memorial

Respect and Remembrance: Reflections of Life on the Road

Since the early days of our nation's roadways, men, women and children have senselessly died in work zones. The number of deaths has decreased - from 868 in 1999 to 576 in 2010. The unseen faces and lives have, in many cases, been forgotten - until now. Unveiled in April 2002, "The National Work Zone Memorial - Respect and Remembrance: Reflections of Life on the Road" program is a living tribute to their memory, traveling to communities cross-country yearround to raise public awareness of the need to respect and stay safe in America's roadway work zones.

John Corbin

Director of Traffic Operations - Wisconsin DOT

TOPIC: "Next Generation Traffic Operations"

John is the Director of Traffic Operations for the Wisconsin Department of Transportation, and has also served as State Traffic Engineer, as well as Freeway Operations Engineer and Intelligent Transportation Systems Program Manager in the metropolitan Milwaukee area. Prior to joining the Wisconsin DOT 20 years ago, he worked as a Traffic Control Engineer for the City of Milwaukee, and as a Construction Engineer for the Illinois DOT. John completed his undergraduate work in transportation engineering at the University of Wisconsin-Milwaukee in 1986, and obtained a masters in civil and environmental engineering through the University of Illinois-Chicago and UW-Madison. He is a registered professional engineer in Wisconsin, and a certified professional traffic operations engineer nationally.

John chairs the National Traffic Incident Management Coalition, and is a fellow member of the Institute of Transportation Engineers (ITE). John also is Vice-chair the Subcommittee on System Operations & Management of the American Association of State Highway and Transportation Officials. As a UW-Milwaukee alumni, John serves on the Industrial Liaison Council of the College of Engineering and Applied Science. He is also involved in his community, having served on the City of Brookfield's Master Planning Task Force and Greenway Bicycle and Pedestrian Path Committee.


Greg Schertz

Safety Discipline Leader - FHWA

TOPIC: "MUTCD Compliance Dates for Sign Retroreflectivity"

Greg graduated from Texas A&M University and is a Professional Engineer with the Federal Highway Administration. In addition to his position as Safety Discipline Leader for the Federal Lands Highway Division of the FHWA he is also the FHWA Retroreflectivity Team Leader. In that capacity he is responsible for leading the agency efforts to develop standards for retroreflectivity and assisting public agencies in administering those standards.


Nate Smith

Associate Director of Government Relations - ATSSA

TOPIC: "ATSSA's Toward Zero Deaths Initiatives"

Originally from Southington, Conn., Nate Smith currently serves as the Associate Director of Government Relations for the American Traffic Safety Services Association (ATSSA) where he focuses on both federal and grassroots lobbying, PAC management, government relations-related communications, and advocacy strategy. His regular travels throughout the country allow him to speak on many government relations issues. In addition, Smith helps facilitate two national transportation coalitions and several association member committees.

Prior to arriving at ATSSA, Smith served as the Senior Government Relations Specialist at the National Court Reporters Association (NCRA) where he supervised staff and was the lead in-house lobbyist. His writings were regularly featured in NCRA's monthly national trade journal, the JCR. Before that, he was a congressional intern for former U.S. Rep. Tom Allen (ME-01) and participated extensively on the John Kerry for President campaign in New Hampshire.

Smith is the Immediate Past President of the Washington, D.C. Chapter of the UNH Alumni Association and also has served as the Deputy Chair for the Young Professionals in Transportation (YPT), a 1,500+ member national organization for transportation professionals. Smith is an active member of the American League of Lobbyists, where he is a Board member for the Young Lobbyists Network (YLN), and the "Road Gang" – Washington's Highway Fraternity.

Smith is an honors graduate of the University of New Hampshire (UNH) with a Bachelor of Arts degree in Political Science and International Affairs and a minor in Spanish. Through UNH's Center for International Education, he attended the Centro de Lenguas Modernas at the University of Granada in Granada, Spain.


Edward Bailey

Agency Inspector - Milwaukee County Sheriff's Office

TOPIC: "Wrong Way Driving on Milwaukee County Roads"

Inspector Bailey was appointed to the Milwaukee County Sheriff's Office in March of 1992. He was promoted to the rank of Detective in May of 1996, and to the rank of Sergeant in March of 1999. In February of 2005, Sheriff David A. Clarke Jr., promoted him to the rank of Captain, and in March of 2007, appointed him to the position of Deputy Inspector and Commander of the Administration Bureau. In December 2010, upon reelection for his third consecutive Term of Office, Sheriff Clarke appointed Edward to the position of Agency Inspector, where he is privileged to serve as the Sheriff's Adjutant.

Inspector Bailey has served a variety of assignments within the agency, including core responsibilities as a K-9 officer in the Detention Bureau, a Detective in the Criminal Investigations Division and as the Supervisor of the Drug Enforcement Unit. In addition to his duties as Sheriff Clarke's Adjutant, Inspector Bailey monitors the legislative processes occurring in the Wisconsin State Legislature and the US Congress, and represents the Sheriff as his legislative liaison to those bodies. In addition, Inspector Bailey is privileged to lead the Honor Guard of the Sheriff's Office, the agency's renowned drill and ceremony unit.


Matt Baker

TOPIC: "The Latest Transportation Design Innovations"

Matt Baker, originally from Australia, has been involved in the traffic industry since 1995. His traffic career began with Union Metal Corporation, and evolved with General Electric LED Signals, Iteris Video Detection, and currently Polara Engineering. Matt has been responsible for technical sales all over the United States, Australia and New Zealand, and is currently responsible for Sales in the United States and Canada with Polara Engineering. Matt has worked with product management, marketing, and engineering to help develop and market quality products that provide viable solutions for the traffic industry.


Paul J. Carlson, Ph.D., P.E.

Research Engineer Division Head - TTI

TOPIC: "The National Cooperative Highway Research Program (NCHRP) Practices"

Dr. Carlson is a Research Engineer at the Texas Transportation Institute (TTI), a member of The Texas A&M University System. He is the Division Head of the Operations and Design Division, where he is responsible for leading a research program broadly focused on safety, design, and operations. He coordinates the state traffic safety and design research, promotes national research initiatives, facilitates sponsor interaction, and manages a number of research projects.

Dr. Carlson leads TTI's Visibility Research Laboratory located in TTI's new State Headquarters and Research Building (opened in 2009). This facility has been used to test new materials for traffic signs and pavement markings. TTI has also used the facility to develop and test their mobile luminance measurement system. The laboratory's equipment will measure the photometric properties of traffic control devices and lights to ensure safe travel for nighttime drivers.


Steve Hernandez

Vice President of Sales - Quick Pay

TOPIC: "The Latest in Parking Payment Options"

Mr. Hernandez has 10 years of progressive on-street and municipal parking experience. During his career, Steve has worked with municipalities and national parking operators to design leading parking programs by implementing new technologies geared toward creating a more positive parking experience while increasing revenue for his clients.

Prior to joining QP, Steve was the Business Development Manager for Digital Payment Technologies. At DPT, Steve developed strategic relationships with leading private parking operators to deploy DPT's parking solutions across the country. During his career, Steve has also provided consultative assistance to Laz Parking and Morgan Stanley on the installation and deployment of over 4000 multi-space meters for the City of Chicago. Prior to that, he spent over five years working at Lanier Parking, most recently as Associate Vice President, Marketing where he was responsible for the growth and development of Lanier's municipal division and as General Manager where he oversaw the finances and operations of this division. During his tenure at Lanier Parking, their municipal division saw growth of over 100% and had a 100% client retention ratio.

Steve and his family reside in an Atlanta area suburb where he is an active member of the community serving as a mentor to elementary school children and little baseball coach. Steve is an active member of the International Parking Institute and will obtain his CAPP certification during the winter 2012.
